Engine running rich... This could come from a number of different problems. As the code comes from the comparison of the front O2 sensor and the rear O2 sensor, the problem is before the exhaust manifold.

Fixing the vacuum line is a good thing, but continue to look for additional air getting in to the intake manifold. The fuel pressure regulator is vacuum based and a low vacuum signals for more gas through the injectors.

The MAF could be at fault, but that is expensive to replace.
The MAP sensor could be at fault, it determines the pressure in the manifold.
It could be a dirty throttle body.
It could be a faulty ECU, but quite rare.

Did you try deleting the code? If it doesn't delete, remove the ground from the battery, wait 10-15 minutes, turn the key to posII and back to off. Then reconnect the ground. This will cause all of the computers to 'reboot' and restart the 'learning' process. Only do this as a last resort.

If you know of a good indie shop with a Volvo code reader, ask them to read the code.
