'01 S60 E-brake problem S60 2001

The e-brake on my '01 S60 will just barely hold the car on a slight incline. I changed the brake shoes a couple of years ago, and have now adjusted the cable at the brake handle so it's at it's max cable tightening. I removed the rotor this morning and measured the lining on the shoe. On the rear wheel driver's side, the forward portion of the shoe's lining is 3mm thick and at the rear (where the cable-driven shoe expander is located) the thickness is 4mm. That's just the opposite of what I would have thought. If I install one of these adjusters from FCP:

will that solve my problem? The car currently has a solid (non-adjustable) spacer between the front ends of the brake shoes. Thanks.

    As much of a pain it is to take the shoes off again, you will be better off putting the star adjuster in and replacing the "H" bar that came with your car.

    When you put the adjuster in, screw it all of the way down first and make sure the cable is loose. Use a screwdriver and spred the adjuster until the shoes touch the drum, then back off 1 notch. Do this for both rear wheels.

    When done, adjust the center console handle.
