Help! Ac problems V70-XC70 1998

I have a 98 v70 with manual climate control and the ac stopped working. I have a 99 xc70 that the ac works in and I have been swapping out parts to test what is wromg with the 98. I first checked the fuse, then checked the relay in the main fuse panel. I checked the compressor relay by taking the cover off of it and mashing the contactors together. When I did that the compressor came on and was cold. I also had my freon gauge hooked up so I could check the freon when I bypassed the relay and it was within range also. I am getting no power to the low pressure switch, the only difference I have been able to diagnose between the 99 xc70 that works and the 98 v70 thats not working is that the 99 xc70 has power at the low pressure switch harness. Also the other diference is that the 99 xc70 that works, at the relay it has 2 powers and 2 grounds when I test the fuse panel where the relay plugs in, the 98 that is not working has only 2 powers and 1 ground. I am not getting a ground in one of the same places I am on the 98 that works. I have also swapped out the low and high pressure switch from the 99 xc70 that is working. I am starting to think the problem is with the control panel. What do you guys think? Any help would be greatly appreciated.
