On the lower right side of my climate control module, I've got the rocker switches for AC on/off, and recirculate on/off; each with their own power indicator light on the left of the switch. Whenever I turn my recirculate on, I get the traditional amber colored light that comes on. When I turn on my AC, most of the time, I also get that amber colored light to come on. However, in some circumstances, the indicator light for the AC is white in color! I've tried to figure out if circumstances dictate white versus amber, and best I could guess is that white appears when the AC is running in colder exterior conditions, and amber when outside conditions are hotter. However, it's a loose relationship if any.
I've gone through my user's manual and my Hayne's, and neither mentioned anything about the expected color of the power lights, or that there should be a color change at all.
What's the deal?

As for the AC light -
If your 850 has manual temperature controls, the light comes on when the AC is on.
If your 850 has automatic temperature control, the light comes on when the AC is OFF - this is because under automatic control, the AC should be on ALL the time, summer and winter (for defrosting) - The light indicates an unusual condition.
As for the recirculate light - who cares, it never should be on in the first place!

Very strange. You might want to check the voltage regulator for a high condition. Your white light may be the result of over voltage to the bulb.
On my 1995, flipping the switch to the right engages the AC and the light is off. It is only on when the AC is switched off. Same with the recirc switch.

Very strange. You're telling me on your 95, you're driving around all winter with the light on next to the AC switch because your AC is OFF? Mine does the opposite (and seemingly more logical), when the AC is on, the light is on, and vice versa.
I like your over voltage idea, except that it would assume the bulb was only amber before because it was running the filament at such a low voltage that it glowed yellow, like a standard tungsten bulb. If, however, the color amber is achieved by either a paint coating over the bulb glass, or (my guess) an amber colored filter on the viewer window of the bulb, then wouldn't an over driven, brighter bulb just end up looking like a much brighter amber? When my light goes white, it goes white like an LED, very pure, no hint of color.
I'll jury rig a VM to monitor the bulb while I drive around and see if anything changes when it goes white. In the meantime, I'd love to entertain additional suggestions...

Yes, if you have auto climate control, the AC lite is on only when the AC is switched off. The recirc lite is on only when the recirc is engaged.
In either case, this is based on what Volvo considers to be 'normal'. It is normal to have the AC on, so no lite. It is normal to have the recirc off, so the lite is only when the recirc is on.
I don't think these are bulbs per se, but LEDs. LEDs have no cover color, voltage determines the display color. I think you may have a funky LED to cause your color issue.
