Doesn't always want to start the first time V70-XC70 2000

My 2000 V70 AWD XC (79,000 miles) doesn't always start the first time you hit the ignition. If I wait a few seconds and try it again it starts about 50% of the time. I kinda think it's a fuel problem, so I changed out the fuel filter and it still has the issue. Anybody got some advice?

Take a look at the exhaust pipe when it starts. If there is a puff of black smoke, it could be your fuel pressure regulator.
