rough idle when slowing down and stopping V70-XC70 1999

The engine in my V70 wagon runs rough only when the engine idles down when you slow down and stop. The total period of time that the car runs rough is a couple of seconds One stopped the idle then smooths out and the engine runs smooth. The engine does not stop but feels like it may. The previous owner said that this is normal for the car but that does not seem normal to me. This is my first non-240 volvo.

Any help would be appreciated.

Smile, it may just be the the lock up soleniod not working properly. There is a computer download at the Stealer that should fix this known problem. The Dealer has TSBs regarding this issue.

What exactly is a "lock up solenoid"? I have similar problems in my 98', but its very intermitnent. The idle drops down to 400 rpm for a couple seconds and returns to normal. Any thoughts?

The torque converter locks to prevent slippage and improve gas milage. The problem is when the locked converter fails to unlock at low engine speeds, like coming to a stop.
For your 1998, I suggest that you perform a tranny flush before looking into other causes. 1999 and newer cars use the computer to determine when to shift to neutral when coming to a stop, rather than allowing slippage to resume at the torque converter.

Plugs and ignition packs come to mind but yours is a '99 so ETM comes to mind. Have you had the free ETM computer upgrade yet? Seems it would help and it's highly recommended. Could also be a dirty fuel filter.
