850 Trailer Hitch Installation - how to get to frame rail bolt? 850

I want to move a drawtite trailer hitch from one 854 to another. The hitch mounts with 2 bolts behind the bumper and one in a frame rail. Seemed easy enough when I started, but I do not see how to get to the bolt in the frame rail. It looks like the original installer did some violence to enlarge an existing frame rail hole that is about a foot away from this bolt, perhaps to get the bolt in there??

I can get the hitch off the old car but don't see how to install that frame-rail bolt on the new car.... Is there a trick to getting the bolt in there on the recipient car?
