Heater blower only works when hotwired (jumpered blue and black wires at heater fan power module).

Swapped known good components such as heater fan power module, the eec control module (head/knobs, dials, etc), changed ac cycling and high pressure cooling fan switch. Checked wires between ecc control head/module and heater fan power module. Still no success. ANY IDEAS would be very very very appreciated! Thanks in advance for the help. The car is about 15,000 miles shy of 400k miles, but is running great and I want to keep it on the road.

Background on how we got to this point: We thought the original problem was that the ac compressor was running all the time so we changed out the compressor and now we can only get the fan to work properly if we hot wire it.
