S60 failed NYS inspection

My 2002 S60 passed the dealer's New York State inspection a week a a half ago. This morning I took it to the local garage to have the oil changed and figured I'd get them to hook it up to their vehicle inspection machine to see what the results were. It failed with, "Connectors are OK, but still unable to communicate". Anyone experience this before? I'm taking it back to the dealer on Thursday to have it checked once more.

I would suspect the service station unit to be faulty.
