“... If you have a garage, consider looking for a set of 16" rims and get 100% snow tires....

Some cars with larger rims and rotors won’t accept a smaller rim without running into rim/caliper interference. I don’t know if that would be an issue in this instance or not but you might want to try the smaller rim on both a front and rear position before investing in all four rims and new tires.
