Air conditioning

The system was not vacuumed. This was my first A/C overhaul, I take it that vacuuming is required even if system is empty (completely apart and cleaned)?

I did notice yesterday after I got on the road that it cooled but not cold. It was about 93 yesterday and only cooled if at highway speeds and vents pointing directly at me.
