no flasher changed relay and fuse blows

lately i've had on and off flasher problems, finally they don't work. I've changed my flasher unit(relay) and #9 fuse blows, if my hazzard are on the hazzard blows. I replaced with a standard hg13 unit is the problem there or with my turn signal????? thanks
