Harmonic balancer / timing position problem !!! 700 1986

I just bought a meticulously kept 1986 740 turbo intercooler with 137,00 original miles off of this doctors wife. It has been dealer maintained all of it's life and the ran into some trouble with it and decided to sell. so here i come. the turbo was shot, no problem...they tell me the alternator, power steering, and a/c all are sub par.

i gave them a couple hundred bucks and limped it home. But as i have tore it down to replace the timing belt and seals I tried to ratchet the harmonic balancer to TDC and GET THIS!!!! the pulley of the balancer has come UN-BONDED from the crankshaft "center" and i have NO IDEA of where TDC is by the timing mark on the pulley???

So i take the timing belt cover off and i marked the timing dots on the old belt. i got the new belt out and compared the timing marks on the new belt with the timing marks I made on the old belt and I can only get 2 out of 3 marks to line up in any combination..

What do i do?/ the car ran fine except for the shotty turbo and lousy charging due to the pulley not spinning as fast as it should?

I certainly don't want to install the new belt the have to tear it apart again! no one I know has ever seen the balancer pulley do this...
