air conditioning problems - no work, please help 700 1989

Does the belt seem very tight? Is it out of alignment, i.e. crankshaft pulley and AC pulley way out of alignment for some unexplained reason. My guess is your AC compressor clutch is clicking in and out due to low refrigerant.
