Engine doesn't roar after startup 700 1986

An interesting problem arose yesterday. After a long sit, i went to start the car up and, of course, it cranked for about 5 seconds with no response. However, this time when i tried again and the engine started up, it didn't roar up to the usual 1500 RPMs like normal. It just hit 900 and then headed right down to 750. It did it again this morning. Could this be the end of my Idle Control Motor?

Car also doesn't idle very stable at all. Already cleaned the throttle and adjusted the TPS. No change in either problem.
