B20 Uneven Heating

The block drain isn't an option. Someone before my time appears to have broken off a tool in the plug.
As I see it my next options are to either pull the freeze plugs or pull the head.
Since the manifolds have to be removed to get to the freeze plugs pulling the head isn't all that much more work.
