Thermal Timer Question 1800 1973

B20F D-jet. If the engine is sitting at 75 deg F then the thermal timer should be closed, correct? It seems I saw somewhere that it opens at around 95-100 deg. The thermal timer is open which seems to be why I'm not getting an impulse to the cold start valve.

Is it OK to jump the two thermal timer connectors together just as a test to see if I get cold start valve action?
