tachometer does not zero 700 1985

Wiring is bad. I replaced the engine wiring harness a couple of years ago, but the rest looks like any other mid-80s 740 with similar miles. I also realized that the speedometer is misreporting (too high) my speed after consistently getting a lower reading from those roadside "This is your speed" things police put near schools. It reads about 5 miles too high. Anyone think this could be a bad ground?
