Pulling #6 fuse doesn't clear my OBD Codes 700 1991

After the codes refused to clear using the button,
I pulled the #6 fuse ---

(1) pulling the #6 fuse fails to clear the codes on my 1991 745.

Is it a different fuse on this vehicle? I'm getting frustrated and confused.

(2) I swapped another oxygen sensor, and I still get the 212 signal missing code.

(3) I cleaned & insulated the speed sensor wires, and I still get the 311 signal missing code.

Is it the ECU or ???
