Electrical Nightmares 200 1988

I was driving down the road and I heard POP POP and my dash lights and radio went out. I pulled over and go to put new fuses in and I soome as I put in the one for the door locks, dome light, etc it blows out. The other fuse all the way at the bottom blows when I started the car.
I was almost home and decided to what to the next day to fix it. I check all the wires under the dash and all are good. The fuse for the door locks and stuff works just fine but the other one dosent. I also notic the my volt meter cant make up its mind. Most of the time it maxes all the way out but if you tap it may work right.
And one final thing with the paking lights on, I press the break and the break light goes out and I put in a new bulb and same thing. It comes on fine when the parking lights are off.
Please help me end this nightmare for good.
