Having a problem installing side turn signal lights 1991

I posted a message earlier about the side turn signal lights that can go in the place of the volvo emblem. I removed the emblem and using a wire coat hanger tried to fish it through to pull the wires through.I cant find the wire hanger while fishing it around.I'm stuck. Do you have to remove the wheel and the plastic wheel well covering. Please help I am stuck.I tried the lights they work fine .But I need to do the installation.Please help.Thanks, rf64
