91,940 Turbo cam seal 900

Hi everyone,
Camshaft seal was leaking. To open the cam pulley, I ordered a tool from FCP Groton that I heard is same for Crank shaft and other two pulleys. But it does not hold the cam pulley (may be I don't know how to use it). So I hold the crank shaft pulley with this tool and slowly opened the cam pulley with care not to disturb the marks. Replaced the seal by opening the valve cover. I have no toruque wrench that has setting of 14psf but mine is craftsman's that starts from 20. Now I have two problems:
1. No torque wrench that can be used to tight the bearing cap and valve cover nuts as the torque is 14 psf. Where I can get good one?
2. Upon tightning the bolt for the cam pulley I used the same method as to open it. But the timing belt skipped on the center shaft and crank shaft and not the cam shaft pulley's. Now the timing marks for the cam has changed. Any suggestions to correct this scenerio would be appreciated.
