Timing Belt teeth Sheared 700 1988

I have an 1988 Volvo 760 turbo with 220k on the odo. A few days ago, I began to have a problem with starting up the car. It would start but would run very uneven.I tried to start it up today, but nothing happened. I hooked up a remote starter, and observed that the cam was not turning. I took off the belt covers and noticed that the belt teeth around the crank pulley were sheared off.I tried very gently to turn the cam shaft by hand, but it would only turn a little forward and backwards and then comes to a stop. Would there be a possibility of bent valves? The crankshaft turns freely all the way around.
Thanks....
