quick question about adjusting kickdown cable 200

real quick. I was able to adjust the kickdown cable by adjusting the two 13mm jam nuts. I slackened the cable by giving more thread count on the side where the cable exits the cable sheath. it looks something like this:

cable= -----
thread count= ///
13mm nut= []

I was wondering if the top cable--I believe it's the throttle cable?--that comes out from the firewall and loops around the spool from above can be adjusted. it has a red plastic nut-type thing that a 13mm wrench can fit around. is this cable also meant to be adjusted? and which way do I turn to loosen/give cable more slack, which I understand will give quicker shifts without revving and smoother shifts, too. thanks.
