Relieving fuel pressure 200 1983

Fellas:
Question here: trying to replace fuel filter, pulled fuse 5 & 7 (in tank and main pump), started car, fired right up, never stopped, obviously still getting fuel. Looked at the fuse terminals, there's actually nothing connected to this two fuses. I wonder if PO did some switching around of wires. I want to correct this, so which wires should go to which terminal? I'm no electrician. Thanks in advance.
