Starter/Solenoid Mystery????

I was looking at an '87 Wagon that sounded like the solenoid was not engaging.
(Glad the seller told me it was a no-start after I drove two hours)
But the mystery is, in gear (stick) and turning the ignition it would "pull" the car.
How could the solenoid not engage in neutral but "in" gear? It's the same ring gear on the flywheel, right?
I presume I could use the starter/solenoid from my '83 245 stick to swap out to test?
Could I push start if need be?
