Was rust a factory option? 200 1985

I just took a look underneath the wagan and bashed some of the rust off to try and get a gander at the frame. I bashed enough off to see that there is in fact a real metal frame attached to the car, and it seems to be in acceptable enough condition. My question is with regards to the underbody shielding panels which hide wires and hoses and all those goodies - I'd like to take the panels off and just buy new ones because they're a lost cause. At least I think it's a lost cause if you can push one finger through them without too much work. PS, don't tell me to write the project off as a certain failure in terms of ability to get stickered, I'm doing it as a senior project and the goal is just to learn some new skills, not get a reasonable car out of it.
