Power bakes feels stiff if you panic stop 200

My '87 240 wagon has developed a problem with the power brakes. If I have to jab the brakes hard and fast, it feels like there is no power assist. They feel Like power brakes, with the engine off, for a few seconds, then they finally get the power assist they need and work normal.

If I apply them gradual, in normal driving they wotk alright, although a little stiff as long as you don't apply them fast, and all at once. This can be dangerous, having the brakes very hard to push, in a panic situation. Could it be as simple as the one way valve in the vacuum hose, or is the booster going bad? What are the simptoms of a booster going bad?
