Rear tailight replacement problem 200 1989


When I have the lights on without the brake being depressed it looks light the brake lights are on??
I got a 1982 ( it has 82 stamped on it) lens to repalce my cracked lens on my 1989. I took the circuit board from the 1989 and put it on the 1982. The problem is I got the bulbs mixed up. After replacing them it looks like my brake light are constantly on the side I replaced. I have been swapping bulbs and sockets 5W, 21W, 21/5W. What should go where I have tried several combinations to know avail. Also when the lights are off and I hit the brakes no brake lights come on (on the the replacement side). help
