Access to underside dash is different on '93 (compared to '89) How to take off? 200 1993

I was going to replace a light bulb on my '93 245 dash and to my surprise, the felt cover doesn't come all the way to the front of the steering column like the earlier model 240s. Also...I've noticed that the hood latch mechanism is different under there too.

I was going to take a peek under the dash to see how easy it would be to get my hand behind the speedo/gas gauge cluster and I really didn't have alot of time, so I gave up on replacing the bulb today...but it looks like there's a way to loosen the vinyl cover under the steering wheel. Does anyone know what I'm talking about?? Other than removing the dashbox from above the steering wheel...(I've done that many times).....is there a way to get access from underneath the dash on the '93??? Does that vinyl cover come off??
