Tire Pressures 700 1989

I have always set my tire pressures to the owner's manual: 30psi front/36psi rear. I just got an alignment and the tech told me that's too low. If the maximum pressure is 44psi then I should be running 35-40 and a little more in the front. He said the lower pressure is causing my tires to heat up faster and more causing more wear.

I always assumed that the tire manufacturer was not considering the vehicle weight in the max number so I should go by the manual. What are you guys running and why? besides tire wear, is there an accurate way to tune tire pressure? maybe chalk the sidewall like the autocross people do? shoulder vs. center temp. after driving? Please help.

Also, I'm moving to Minnesota soon and I will surely need snow tires. What tires should I choose? Why? what summer tires?
