Turbo oil return line leak at engine block 700 1986

Just installed a new turbo. Used new gaskets, copper ring seals, and "O" ring on both supply and return lines. The return line appeared to go into the block with a minimun of fuss but when I started the engine, there is crankcase pressure blowing out around the return line.
When I took the original turbo out, the return oil line had been caulked into the block. Looks like I'll have to do the same thing. Any idea as to the best material to use for this? Non-hardening form-a-gasket? Hardening form-a-gasket? RTV? Silicone?
