cruise control servo port -- how to test??? 200

i checked in the archives and i haven't found my answer so i need some help, please.

I've installed a cc in my 86 245. it's not working.

i've electrically tested the switch according to the fault tracing manual, switched out the brain, and made sure the vac lines are clear.

i tested the vac hose running to under the das--there are no leaks.

i tested the servo port on the big thing under the hood. i can blow in and suck out air on the servo port. is this what should i expect?

any other ideas?
