Heated seats don't work!!! 900 1994

Hello, last year I switched out my trashed stock 1994 940 wagon manual seats, for 1993 940 wagon heated/ power seats... All went smoothly, and I don't think that the heated seats ever worked, but I can hear the relays click under the seat... Now, my question is, is this a relay problem? (as I have heard this can happen) or is this a heating element problem?
