Heater temp. control very sensitive...hard to find a comfortable setting. 200 1985

Hello Brickers.

The temp here in Houston this morning was 52 degrees so I got the chance for the first time this season to see how the heater works and I was again reminded the the temp control in my car SUCKS!!
If I put it at 1/4 over from the cold (off) setting it is way too hot after just a few minutes. The only setting I can get that is comfortable is just barely moving the lever as little as possible. Its almost hard to get it to a level that is consistant.
But what confuses me is that when the lever is in the cold position then it is completely off. No hot air at all. So the valve seems adjusted correctly.
Is this normal?
Is it just the adjustment?
Do I need a new valve?
Is it because the heater is designed for the Swedish winters?
