'92 940 Emissions/ Catalytic Converter Question 900

My '92 940 is failing its state emissions test with excess NOX. So far, I've replaced the distributor cap and rotor, the oxygen sensor, and the engine been tuned for about a year. Last summer (2003) I replaced the catalytic converter with a aftermarket converter, when it failed the emissions test last year.

Giving up, I've taken the car to the dealership. They are saying I need to replace the catalytic converter -- another $500, saying that their experience is that the aftermarket converters don't distribute the exhaust gases sufficiently to do their work. My question to the forum - "is this reasonable?", "do I need to replace the converter this quickly?" My bill is already $450 -- add another $500 and I'm at a whopping $950, so I'm all ears. Thanks guys.
