back up lights on all the time 700 1987

I just replaced the clutch in my 87 740 GLE. I noticed that the back-up lights were on if the motor was running, or the key was in run position. I narrowed it down to the 2 wire connector that plugs into a switch on the tranny. Is the switch burnt out, or is it a short in the wiring? I noticed that both wires that attach to the switch are bare. Is this right?

Any help would be great.
