Can't add gas to the tank 200 1991

All,
I am having a problem adding gasoline to my 240DL Wagon tank. It takes about 1 gallon of gas before the input hose backs up with gas. There is very little gas in the tank. I believe the presure release valve for the tank must be clogged. Does this sound like the problem? Can anyone suggest a quick fix?
