Crawls to 20 MPH when going uphill.... 200

Hello, I hope someone can tell me the possible problem w/ my 88 240.
when driving uphill it will loss power and crawls to 20 MPH, otherwise it
runs fine on level ground. By the way, it was due for smog and failed
for high nox. I replaced the CAT w/ no success. An officemate said it
could be a bad fuel pump w/c causes a lean fuel mixture and high NOX.
Does this make sense? Any suggestion /recommendation is highly
appreciated. Thanks.
