Rear break line not bleeding 1800 1971

I pulled off the caliper to see if pistons were frozen in unit. Rotor has rust residue and car was pulling to one side. Pistons worked fine. They easily pushed in with a clamp. Reinstalled the caliper and reconnected the brake line. Set up the bleeder cup and pressed the brake pedal. Nothing. Removed the brake line from the caliper and pressed the pedal again. No fluid from line. I tried sliding a wire into the line for about 10-12 inches. I still had no fluid come out when the brake was pressed. Any suggestions would be appreciated.
The rest of the wheels have no rust on the rotors, so they seem to be working.

Addendum: I have pressure up to a unit called a "Brake valve". Is this a seviceable unit? What's the likelyhood this is available?
