Voltage spike. Electrical surge. 700 1987

Hi folks. I have had situations where there was a loss of power but this is a new one for me. My volt guage will swing from about dead center (13-14V) to almost the red area. The headlights of course brighten and then go to normal when the voltage swings back to normal. It doesn't matter if I'm coasting or accelerating. What regulates the voltage? I can find no mention in my British Haynes manual of a voltage regulator. What may or may not be related is my brake light fuse blowing (Three times in as many months)I would think a short would drain voltage not cause an increase. Any ideas would be welcome.
