'88 740 GLE will not start-Intermittant 700

My daughter's '88 740 GLE will not start. This has happened in the past and I have changed the in-tank pump, fuel filter, fuel pump relay, repaired a hole in intake hose, swapped AMM, replaced plugs and plug wires. If I spray starting fluid into the AMM I can get the thing to fire and once in a while it'll start, but not this time. It sounds to me like there is spark (igniting the starting fluid), but no fuel. I cannot hear the main fuel pump when I turn on the ignition (even with my head under the car), but then I don't remember if I could hear it before. It has not been noisy while running. I'm not positive, but I don't remember fuel spraying out of the filter fitting when I changed the filter. Can I rule out hall-effect sender in the distributor if I have spark igniting the starting fluid? Is it possible for the main fuel pump to be working, but not make enough noise to hear? Is the main fuel pump my next replacement part? Thanks for the help.
