No Start '91 740. Spark, but no fuel... 700 1991

I have this wagon with 247,000 miles that has been great so far but started running a bit rough when starting and evened out as it warmed up. About a week ago it just wouldn't start (right after we got hit by Hurricane Frances right here in Central Florida). Got OK spark (screwdriver in HT lead against manifold gives 1/2" blue spark on engine turnover) but no fuel delivery to the fuel regulator. I took off the fuel hose right before the regulator and turned the engine over but not a drop came out, completely dry. The white relay behind ashtray clicks twice on key turn so I'm thinking fuel pump or other relay. Anyone with similar problem please save me some time and checking... Thanks, John
