89 245 no start 200 1989

I turn on the ignition switch and there's nothing. Here's what I've done:

1) fuel pump is getting 12 volts and buzzes

2) neutral safety switch (AW70) clicks when fed with current (ignition switch turned to 'start') while manually moved across its positions

3) 35 amp system fuse is intact

4) this car's battery will start my '87; the '87's battery doesn't start this '89.

I drove through some deep water yesterday during the hurricane's remnants rain and got home with no problem. However, might I have killed the starter somehow? I was inclined to swap in the extra starter/solenoid assembly from my departed '83, but I see the '89 takes a different starter model number. So, I'm feeling at a dead end. Any ideas what I'm missing?
