Timing/Timing belt install question (non-start) 1989

If the crank is not TDC, but, possibly in compression on the exhaust stroke, and you install the timing belt in that position, will the engine just not start, even though it cranks and has spark & fuel?

I had to re-install the timing belt when investigating my "Boosted into high spees miss" problem, because I believed the cam sprocket was off -- clockwise direction -- about 3 teeth.

Now the engine just won't start.

Until a get hold of a timing light, I need to ask.
