Tapping an Overrider bar that has been rechromed 444-544

The used bumper that I recently bought for my 444 has one glich. When they chromed it, they neglected to tape off the holes on the overrider bar. So chrome plated out in there and now I have to tap the holes. One attempt was made, and one of the holes was easily tapped because there were still a few threads left. The other one...so sorry chica. So, I drilled out the hole (using an 'R' sized drill bit) and am now attempting Numero 2 attempt at tapping it.

So far, it's looking bleak. Does anybody know how to do this properly?
