Temp Gauge Rising 200 1978

I've got a '78 262 that has just started to display these symptoms: Running around town, the temp gauge reads right in the middle of the N. When I'm on the highway going up a hill or rise, the temp gauge needle goes just above the N. Coming back down hill it goes back to the middle of the N. Had the radiator flushed and filled last Fall. Could it be the fan clutch starting to go? What's the best way to test for the fan clutch?
