High idle after clean throttle body 700

Finally got around to cleaning throttle body, idle control valve and flame trap and all. Idles much better, but high and cannot adjust below 1100 rpm with idle plastic thumb screw adjuster all the way in. Tried adjusting some other linkage but no change. New to this venture. What am I missing?
