Noisy fuel pump. Prolonged cranking to start. - pump check valve? 700 1991

Howdy.

The fuel pump has been extra noisy since changing the fuel filter about 6 months ago.

Fuel pressure at rail is 38 psi (specs are 43 psi)while running, but there is never any residual pressure, even immediately after engine shut down.

In tank pressue is on spec at 8 psi.

Fuel pressure regulator sends a good volume of fuel down the return line, with no gas in the vacuum line.

Fuel pump comes on normally for a couple secs before engine crank with key turned.

Cars runs well, but seems to need some extra cranking before starting.

I intially thought of the fuel pump check valve, but the parts guy at the DEALER assured me that my fuel pump did not HAVE one. (??) Service guy beside him then checks the car quickly and agrees the pump is noisy and is getting old. His solution - wait till it completely dies (leaving me stranded somewhere) and then replace the pump. Not what I wanted to hear.

I obviously have trust issues with this dealer.

Question: Is there a check valve in this pump (Jetronic 2.4)?

Is that the problem? Should I do any thing else to the pump while I'm there?
