Runs rich after warm up 200 1986

I'm trying to troubleshoot a rich running brick. When I start the engine (warm) it seems to be regulating the mixture. I can watch the 02 sensor voltage swinging from about 0.3 to 0.7 Volts. After about 10 to 30 seconds, the engine seems to switch "modes" and it runs full rich(>0.9 volts). Adjusting the AMM doesn't help. I have checked the temp sensor and its okay. I have checked the fuel pressure regulator for fuel leaking into the vacuum line (no leaking diaphram), but I don't have the equipment to measure the fuel pressure. I'm thinking that high fuel pressure would make it always run rich, even during the first 30 seconds.
Any troubleshooting tips would be greatly appreciated.
